Article 1: To establish students' foundational English language skills, Shih Chien University (hereinafter referred to as "the University") has established the University Regulations for English Course Enrollment (hereinafter referred to as "the Regulations") in accordance with Article 12 of the University's Academic Policies.

Article 2: The university-wide English courses (hereinafter referred to as "the Courses") are a component of the common curriculum. Undergraduate students at the University are required to complete a total of 8 credits of English courses during their period of study, which count as common curriculum credits. Students are also guided to pass the University's established phased English proficiency benchmarks (see the Rules for English Course Enrollment for the Taipei and Kaohsiung campuses) and the English and Foreign Language Graduation Benchmark (separately established by the Common Curriculum Committee).
The Courses are sequential and must be taken in order. They are implemented over four semesters, with 2 credits per semester, and include "University English (1)", "University English (2)", "University English (3)", and "University English (4)". A passing grade must be achieved in each course before proceeding to the next level.

Article 3: Course Exemption and Credit Transfer:
1. University students who, before enrollment or during their period of study, have passed an external English proficiency test with a score equivalent to or higher than level B2 of the CEFR (Common European Framework of Reference for Languages) may be exempt from University English (1), (2), (3), and (4) in accordance with the "Shih Chien University Implementation Rules for English Course Exemption".
2. Colleges and departments at the University may offer their own specialized professional English courses based on their unique characteristics. Students who have completed University English (1) and (2) may use these specialized courses to receive credit for University English (3) or (4), provided the course syllabus has been reviewed and approved by the Language Center. However, once a professional course is approved and used for credit for University English (3) or (4), it cannot be counted again towards the required or elective credits of the department that offered it.
3. University students who passed pre-freshman courses offered by the University after graduating from high school (or vocational high school) but before official new student registration may receive credit for University English (1).

Article 4: Remedial Measures and Support: Students taking University English (1), (2), (3), or (4) who are identified by their instructors as needing to strengthen their foundational English skills may participate in the English language (online) supplementary courses planned by the Language Center. There is no additional fee for these courses, and the grades obtained may be included in the calculation of the semester grade for University English (1), (2), (3), or (4).

Article 5: These Regulations are deliberated by the University Curriculum Committee, passed by the Academic Affairs Council, and promulgated and implemented after being approved by the President. The same procedure applies to any amendments.
