Shih Chien University Implementation Rules for English Course Exemption

I. In accordance with the "Shih Chien University Regulations for English Course Enrollment," the "Shih Chien University Implementation Rules for English Course Exemption" (hereinafter referred to as "the Rules") are established.

II. These Rules apply to students of non-English major departments enrolled from the 2014 academic year onwards, including students in the day division and continuing education division undergraduate programs for the courses University English (1), (2), (3), (4), and students in the two-year in-service specialist program for the course Practical English.

III. University students who, before enrollment or during their period of study, participate in English proficiency tests such as TOEFL, TOEIC, GEPT, or IELTS and achieve a score equivalent to or higher than the CEFR (Common European Framework of Reference for Languages) Level B2, may apply for exemption from University English (1), (2), (3), and (4).

(1) Those applying for exemption from University English (1), (2), (3), and (4) shall substitute them with the following courses:
- University-wide common elective foreign language courses (non-English) or advanced English courses offered by the Language Center.
- Non-English foreign language courses or advanced English courses offered by any department within the university or at a partner university.
- All-English-taught courses offered by any college or department, or relevant professional foreign language courses taken while studying abroad at a partner institution.

 (2) The standards for exemption are as follows:

TOEIC (Speaking and Writing) Speaking 160 or above, and Writing 150 or above
CSEPT Level 2: 240 or above
IELTS 5.5 or above
Linguaskill Business (Listening and Reading) Average score of 160 or above
BULATS 60 or above (ALTE Level 3)

(3) The validity period for certificates from external English proficiency tests is a maximum of four years.

(4) Application period for exemption: The first week of the semester for which the exemption is sought.

(5) Students wishing to substitute University English (3) and (4) with professional English courses offered by their college or department should follow the relevant regulations in the Shih Chien University Main Campus Rules for English Course Enrollment.

(6) Our university's Language Center I and II have the authority to review and approve the courses intended for substitution.

IV. The Department of Applied Foreign Languages, the Department of Applied English, and all-English-taught undergraduate degree programs shall establish their own implementation rules for English course exemption based on their professional requirements. These rules shall be implemented after being passed by department and college council meetings and approved by the Academic Affairs Council. 

For students in the continuing education division and the two-year in-service specialist program, the credit fees for exempted courses will be waived after the exemption process is completed.

V. These Rules shall be promulgated and implemented after being passed by the Academic Affairs Council and approved by the President. The same procedure applies to any amendments.
